Returns a string value in user-controlled format. Value may be a string or a number. Note: If the value is a string containing a number or a date/time stamp to which numeric or date/time formatting will be applied, it must be correctly formatted for the regional options on your computer. To convert a numeric string to match your regional options, use the LOCAL_S command.
